This governance vacuum has a predictable beneficiary: the consultants and integration firms who specialize in navigating it. Enterprise AI deployment has become, in significant part, a services opportunity rather than a software opportunity. Vendors sell the model. Partners sell the permission architecture. The customer pays both bills and waits.

A Counter-Argument Worth Taking Seriously

The security instinct is not irrational. Autonomous agents with broad system access represent a genuinely novel attack surface. If an agent can submit purchase orders, it can also be manipulated into submitting fraudulent ones. If an agent can access customer data, it can also exfiltrate it under a prompt-injection attack. The incidents are real, the threat vectors are genuine, and the organizations that have been burned are appropriately cautious.

There is a coherent argument that permissioning friction is not a bug to be patched but a feature that slows deployment until the security frameworks catch up. In this reading, the current constraint is the market's imperfect but functional way of buying time for governance structures to develop. Move too fast, and you get the kind of high-profile breach that triggers regulatory backlash and sets the entire industry back.

This argument has merit. It does not, however, change the structural reality: organizations that cannot operationalize AI agents will lose competitive ground to those that can. The companies that solve governance first will have agents operating at scale while competitors are still in security review. The question is not whether to move, but how to move without creating liability. That question deserves a straight answer, not another roadmap slide.

What Comes Next

Three trajectories appear most likely. The first is a continued patchwork: vendors offering more granular permission APIs, enterprises building internal review boards, and deployment cycles stretching from months to years. This is the path of least resistance and slowest value capture.

The second is vendor-managed authorization layers that effectively become new intermediaries — trusted execution environments inside which agents operate with elevated permissions, the vendor absorbing liability for misuse. This model is already emerging in financial services, where third-party risk frameworks have historically required it.

The third, and least developed, is a genuine rethinking of enterprise authorization from first principles: what if the permission model itself needed to be rebuilt around agentic workflows rather than adapted to accommodate them? This would require coordination across software vendors, standards bodies, and regulatory frameworks that does not yet exist in coherent form.

Each path carries different winners and losers. The first perpetuates the advantage of large enterprises with dedicated IT and security functions — exactly the organizations already most equipped to adopt AI. The second concentrates power in the hands of vendors willing to absorb liability, potentially creating new forms of vendor lock-in. The third would be the most disruptive and the hardest to coordinate.

What is clear is that the dominant narrative — that AI capability is the limiting factor — is distracting attention from the more tractable problem. Models improve on a known curve. Permissions require navigating organizational politics, security risk tolerance, and governance philosophy simultaneously. That is harder. It is also where the actual constraint lives.

Organizations treating AI deployment as a model problem will keep buying the next generation of weights. Organizations treating it as a permission problem will start building the infrastructure that lets those weights actually move something.
