India's PM-WANI misses by a mile — and the telecom lobby knows why
Six years in, India's flagship public Wi-Fi scheme has delivered roughly 4% of its 10-million hotspot target. The story of who actually runs the access layer tells you why.

Small entrepreneurs — the neighbourhood kirana, the chai-stall owner — were meant to become public data-service providers, reselling capacity bought wholesale from telecom companies through a regulator-light stack. On paper, it was decentralised infrastructure. In practice, it ran into the wall the structural design of Indian telecom always presents.
What got built, and what didn't
The headline number — 4.1 lakh hotspots against a 10-million target — captures the gap, but the worse story is the geography. PM-WANI hotspots cluster in the same districts where retail 4G already existed; the small towns, bus terminals, and rural blocks the scheme was meant to serve have remained largely unserved, because the unit economics for an independent operator in those locations never closed. The Department of Telecommunications published framework revisions between 2022 and 2025 meant to widen the addressable market, including simplified registration and lighter compliance, but the roll-out has continued to track the existing footprint of telecom carriers rather than departing from it.
Independent public-Wi-Fi models in countries like Estonia and parts of Kenya have used municipal backhaul and anchor-tenant contracts to push past the 60% coverage threshold within five years. India had the regulatory permission; it lacked the state-side incentive to force its incumbent carriers to open a meaningful wholesale channel.
The lobby that nobody names
Here is where the official narrative and the structural reality diverge. PM-WANI was framed as a public-good scheme — a Universal Service Obligation in everything but name. The operators who were supposed to provide wholesale capacity were the same three private carriers whose retail margins the scheme threatened to dilute. The result, by 2026, is a programme that exists on paper at scale and operates in fact at the edges of the network it was meant to extend.
Coverage of the shortfall has been muted. Mainstream business reporting has tended to quote unnamed "industry sources" suggesting that the targets were "always aspirational" — language that recasts a policy failure as a forecasting error. The counter-narrative, advanced by a smaller set of policy analysts and digital-rights commentators, is more uncomfortable: that the scheme was allowed to under-deliver because its targets competed with the core retail business of the firms whose cooperation any deployment required. Both readings can be partly right; neither is being aired on the front pages.
Who actually runs the access layer
The structural pattern is familiar to anyone who watches large-scale infrastructure roll-outs in non-Western markets. The state sets an aspirational target. A consortium of incumbent operators signs a memorandum of understanding to express support. A regulator publishes framework revisions that broaden the on-paper architecture. And then the deployment curve flattens along the axis of incumbent comfort — denser in profitable metros, sparser where the wholesale economics don't clear.
The PM-WANI shortfall is not a story about technology, or about the capability of small entrepreneurs to resell bandwidth. It is a story about who controls the access layer of the Indian internet — and about the gap between a Digital India slogan and the carrier-dominated reality underneath it.
What is now at stake
If the trajectory holds without an explicit intervention — a meaningful wholesale-pricing floor, municipal backhaul for uncovered districts, or a parallel state-owned rollout through BSNL and the rail-telecom corridor — PM-WANI will end the decade roughly where it stands: a minor adjunct to existing 4G retail, not the public-data infrastructure it was marketed as. The villages that need cheap, anonymous, cash-backed connectivity will continue to rely on data-vended mobile recharges, with all the privacy and affordability costs that implies.
The honest framing is that India's flagship public Wi-Fi programme has served as a useful piece of policy theatre for six years, and that the absence of a serious counter-narrative in mainstream coverage has allowed that theatre to keep playing to an empty house.
