The Party's centenary theatre and the limits of 'relying on the people'

At the CPC's 105th anniversary, Xi Jinping's 'rely on the people' refrain looks less like an operating principle than a managed slogan — a reminder that in Chinese governance, mass language is wielded from the top.

The 105th birthday of the Communist Party of China arrived on 1 July 2026 much as the previous birthdays had: choreographed, broadcast, and saturated with a single slogan. State media, led by CGTN, foregrounded Xi Jinping's call to "rely on the people" — at 03:25 UTC and again at 04:21 UTC on the day itself — and his injunction that the Party must "continue working to promote the building of a community with a shared future for humanity" (CGTN, 1 July 2026). Theatrical precision is the point. In Beijing's political grammar, the appearance of a popular mandate is itself a deliverable.

This publication reads those remarks less as a description of how the Party governs than as a managed vocabulary — a ritual of reassurance aimed at multiple audiences at once, from cadres to foreign ministries to investors parsing signals in the official press. The leadership does not merely rule; it stages the fact that it rules.

A controlled register

CGTN's coverage of the 1 July anniversary rolled out the familiar triad: the people as foundation, persistent hard work as method, and the "community with shared future" as horizon. Each phrase has done service before. Each is repeated because it works — not as a precise policy direction, but as a binding idiom that anchors Party speech across regions, ministries, and state-owned enterprises.

What is notable about the 105th-anniversary messaging is not novelty but continuity. The same phrases that have appeared in People's Daily editorials and MFA briefings for nearly a decade reappear here in much the same cadence. The absence of any substantive new doctrinal formulation is itself a signal: the Party is signalling stability, not surprise.

Counter-frame: reading the slogan seriously

A second reading deserves equal weight. The "rely on the people" formulation is not merely decorative. It does operate, in limited but real ways, as a constraint on intra-Party behaviour. Cadres who visibly fail to manage local grievance — over land, over wages, over pandemic-era scars — face career consequences. The Party's organisational literature, even when read with a sceptical eye, treats mass legitimacy as a resource that must be continually renewed.

This is the steelman: the Party's development record over the past four decades — infrastructure delivery pace, poverty reduction at historic scale, industrial-policy coherence in EVs and batteries, and a diplomatic architecture now stretching from the Gulf to the Horn of Africa — is, on its own terms, an argument. The "people" in the slogan may not write policy, but they are the audience policy must perform for. That is a different relationship than the one Western wire frames tend to acknowledge.

Structural frame: language as infrastructure

What is happening here is the use of mass language as governance infrastructure. Where Western democracies treat political rhetoric as a campaign instrument, repurposed for polling and donor management, the Chinese system treats it as an ongoing administrative output. Speeches, editorials, and MFA briefings are not preludes to policy — they are policy, in the sense that they coordinate expectation across a vast bureaucracy and a still-vaster public.

This is not a claim about authenticity. The dominant Western frame — that the slogan is hollow because the people do not author it — mistakes the function of the speech act. The function is to coordinate, to set bounds on acceptable speech within the system, and to project a coherent face outward. By that metric, 1 July 2026 succeeded.

What remains uncertain

The source material here is thin in ways worth flagging. CGTN's three 1 July posts are messaging artefacts, not transcripts of full speeches, and they do not specify whether the anniversary produced any concrete policy announcement, institutional reshuffle, or doctrinal refinement. The Western wire services had not, at the time of these posts, surfaced independent reporting on the proceedings. Readers looking for the substantive policy content of the 105th-anniversary meeting will need to wait for fuller coverage from outlets including Reuters, the Financial Times, or the South China Morning Post.

What is already clear is that the Party's anniversary vocabulary has not loosened. The same phrases, the same cadence, the same audiences. In Beijing's political grammar, that is the message.
