Iran-aligned paramilitaries are visibly securing the Najaf–Karbala corridor ahead of a funeral procession that will pull Arab and Islamic delegations into southern Iraq.

On the evening of 7 July 2026, convoys of Iran-aligned Iraqi paramilitaries fanned out across the highway linking the shrine cities of Najaf and Karbala. Telegram channels associated with the Popular Mobilisation Forces framed the deployments as a security cordon for a funeral: the body of Ali Khamenei, Iran's supreme leader, had been flown into Najaf airport and was being prepared to lie in state before processions in both shrine cities on 8 July. A foreign head of state's corpse is moving through a third country under armed escort provided by paramilitaries formally integrated into that country's security forces, for a ceremony in two cities whose shrines sit at the doctrinal heart of Shia Islam. Iraq is hosting. Iran's paramilitary allies are securing. And the Iraqi state's own role, on the visible evidence, is to receive the guests.
A corridor, not a city

The PMF is not a parallel army in the abstract sense; it is a constellation of factions with their own chains of command, and several of them answer, in practice, to Tehran rather than to the Iraqi prime minister's office. When a faction like Kataib Hezbollah publicly deploys on a route between two Iraqi cities, the message is not aimed at commuters. It is aimed at anyone wondering who, on Iraqi soil, sets the terms of access to sacred Shia space during moments that the Iranian state treats as historic.
The counter-reading
The official Iraqi framing, echoed in regional outlets, is straightforward: this is a state-managed security operation in which the PMF is assisting, not leading. Najaf's authorities are the hosts; Arab and Islamic delegations are being received by Iraqi civilian officials; the paramilitary presence is logistical. There is something to that. Iraq has a sovereign interest in the smooth running of any event that will bring dozens of foreign delegations, journalists and pilgrims into two of its most sensitive cities in a single day.
But the counter-reading sits in plain view. The same Telegram channels broadcasting the deployments also broadcast the political vocabulary of the factions doing the deploying — vocabulary that treats the deceased as "the martyr Imam" and frames the burial as the martyrdom of a leader, not the funeral of a head of state. That is not the language a host government uses for a foreign dignitary. It is the language of a movement.
The structural picture
Look at the map and a long-running pattern clarifies. Iraq's formal sovereignty and its operational sovereignty have been drifting apart for the better part of two decades, and the gap is widest precisely in the spaces — Shia shrine cities, border corridors, the airspace above both — where Iran's interests are most concentrated. A funeral procession is a soft-power event; soft power still requires armed escorts. The paramilitaries providing those escorts are not freelancing. They are demonstrating, in front of every camera pointed at Najaf airport tonight, that the security architecture of southern Iraq can be activated, at speed, around an Iranian political-religious priority.
Western capitals will read this through their own anxieties — about Iraqi state capacity, about the PMF's place in any post-conflict settlement, about the freedom of movement of foreign troops. Iranian-aligned media will read it as something simpler: a confirmation that the road from Najaf to Karbala, when it matters, runs through their men.
Stakes and what remains unclear
For Baghdad, the upside is real. A well-run funeral validates Iraq as a regional convenor and gives the government a reason to be present at the centre of an event that every Shia-majority and several Sunni-majority governments will be watching. The downside is the implicit one: every visible paramilitary deployment along the Najaf–Karbala corridor is also a visible reminder that the Iraqi state's monopoly on legitimate force, in its most symbolically charged geography, is contested in practice even when it is not contested in law.
What the available reporting does not yet tell us is the scale of the foreign delegations on the ground, the identity of the security commander in operational charge, or whether the processions will remain within the Najaf–Karbala corridor or extend further south toward Basra.
