The smart tree and the stormwater pipe: how cities are quietly rewilding their own infrastructure
Three urban researchers argue that the next chapter of city nature is neither garden nor wasteland but engineered ecology, and the implications for who pays for it are still being drawn.

On 14 July 2026, a fresh line of argument slipped into a journal accustomed to reporting on municipal anxieties like traffic, rent and zoning. A Comment piece in Nature Cities, the youngest of the Nature family of titles, asked readers to stop treating the city's vegetation, soil and water as scenery, and to start treating it as infrastructure. The authors, Simon Marvin, Sophia Maalsen and Robyn Dowling of the University of Melbourne and Western Sydney University, named the shift: "technonature."
The argument matters because cities are simultaneously getting hotter, denser and poorer in ecological slack. The last decade of urban greening, from pocket parks to living walls, delivered visible amenity but limited performance. The next decade, the authors suggest, will not be designed by landscape architects alone. It will be co-designed with the engineers, hydrologists and asset managers who keep a city above water in the literal sense.
The piece lands in a journal launched in 2024, which has spent its first two years building a readership among planners, climate scientists and political ecologists. Its editorial thesis is precisely that urban decisions are now climate decisions, and therefore cannot be left to local news cycles. The Comment joins a small but growing body of work treating the city itself as a kind of engineered organism whose metabolism can be tuned.
What the word actually adds
Technonature, as the authors use it, is not a synonym for "green infrastructure," though it overlaps with the term. Green infrastructure, popularised by US and European water authorities from roughly 2010 onward, named bioretention basins, rain gardens and constructed wetlands as functional substitutes for concrete stormwater pipes. What the new framing adds is a more honest account of the political economy. A rain garden in a suburban street is rarely just botanical. It is a negotiated artefact: city crews maintain it, regulators permit it, ratepayers underwrite it, and the procurement rules that govern who can plant it have, in many jurisdictions, lagged behind the engineers' appetite for it.
The Melbourne authors make a quiet but pointed claim. Cities have, for decades, run two separate balance sheets: one for "nature," meaning parks and biodiversity, and one for "infrastructure," meaning roads, sewers and power. Technonature collapses the two into a single asset class whose performance can be measured, priced and, crucially, defaulted on. A failed streambank restoration costs a city the same way a failed culvert does: in remediation, litigation, and downstream flood claims.
This matters because municipal budgets in 2026 are stretched in directions few planners trained in the 1990s anticipated. Heat, drought, and pluvial flooding, rain that falls on paved ground and cannot drain, have begun to dominate the capital plans of mid-sized cities from Phoenix to Rotterdam. Standard concrete-only responses are running out of political viability. Voters tolerate another stormwater tunnel; they tolerate it less when they learn the tunnel does nothing for the urban heat island baking their streets.
Where the doctrine is already being stress-tested
The clearest live test sits in Greater Sydney, where the Hawkesbury-Nepean river system has produced four significant flood events since 2020 and where the state government's response, a mix of buyouts, levees, and engineered wetlands, has been openly contested. Critics, including Western Sydney academics not involved in the Nature Cities Comment, have argued that engineered "floodplain harvesting" in Sydney's south-west reproduces the older pattern of installing green infrastructure in affluent catchments while leaving working-class suburbs with concrete. The Melbourne authors' framing implies that this political objection is now load-bearing for the field: a technonatural asset that fails on distributional grounds is, on its own terms, a failing asset.
Across the Atlantic, the Dutch Delta Programme has spent twenty years institutionalising exactly the trade-off the Comment describes. Room for the River, completed in 2019, replaced dyke heightening with deliberate flooding of depoldered areas. Its successor, the Delta Programme, now writes multi-decadal budget cycles around the assumption that engineered ecological systems and engineered hydraulic systems are the same accounting category. Dutch planners speak of "blue-green" infrastructure, and their procurement codes reflect the merger.
The US presents a messier picture. Federal funding for what the Environmental Protection Agency, as of its most recent catalogue of green infrastructure projects, calls "GI," peaked in the late 2010s under the Obama-era Clean Water State Revolving Funds and has not recovered. Cities from Philadelphia to Cleveland continue to operate combined sewer systems whose consent decrees require green infrastructure by hectare, regardless of whether the federal purse is paying. That squeeze is the political condition in which technonature stops being a buzzword and starts being an obligation.
The structural frame, in plain language
The deeper claim in the Comment is that urban ecology has been trapped in a category error. Parks departments manage amenities. Public works departments manage pipes. When a city installs a bioswale, it has to be counted on two ledgers and serviced by two unions. The result is a small-scale, capital-light urban greening industry that delivers pretty photos and underperforms on measurable services: stormwater retention, urban cooling, air-quality gain per dollar.
If Marvin, Maalsen and Dowling are correct, the next ten years will see the ledger merge. Nature becomes an asset class on the city's balance sheet, rated and refinanced the way a pumping station is. That has practical consequences. Bonds can be issued against measured ecosystem services. Insurance carriers can price the difference between a green roof and a tar roof. A municipal credit rating, which currently only counts debt service coverage, could in principle incorporate the present value of avoided flood damages, the same way an energy utility counts stranded assets.
The political economy of that merger is the part the Comment does not resolve and possibly cannot. A tree is not a pipe. A pipe delivers a service that can be cut off to a non-paying customer. A tree does not. When a tree's value is marked to market, the question of who owns the carbon it sequesters, the shade it throws, and the runoff it intercepts, becomes a question of property in a way it was not when the tree was just a tree. Municipalities from Stockholm to Singapore are already running into this. Melbourne, where the authors are based, has a long-running stoush over who owns the carbon rights to street trees planted under developer contributions.
Stakes for the rest of the decade
Two trajectories are plausible. In the first, technonature becomes the standard procurement category for stormwater, cooling and biodiversity in most mid-sized cities by 2030. Procurement codes catch up. Asset registers include trees. Insurance products price the difference. Green bonds, already a niche market, broaden to include municipal nature assets, and the post-2024 inflation in climate-related insurance claims produces the demand.
In the second, the metaphor gets captured by the same consultancy ecosystem that built the green-infrastructure boom, and the language upgrade changes less than the authors hope. Procurement remains siloed. Local parks departments keep planting the same underperforming street trees. Engineers keep specifying the same concrete channels. The Comment becomes a citation in a footnote rather than a working manual.
The bet the authors are making, plainly, is that the climate arithmetic will close the gap. A stormwater pipe designed for a 1-in-10-year storm is no longer defensible in most temperate cities. The cost of upgrading to a 1-in-100-year pipe, in many places, now exceeds the cost of a green-plus-grey hybrid. When the engineers' spreadsheets start to agree with the landscape architects' rhetoric, the category error ends.
What remains genuinely uncertain is whether the political coalitions needed to merge the two ledgers can be built. The voters who benefit from a restored stream are not always the same voters who pay the rates for it. The jurisdictions that own the assets are not always the ones that suffer the flood downstream. The Nature Cities Comment names the frame. It does not, and cannot, guarantee the politics.
