The Chinese position going into the negotiations is that compute restrictions fragment the global market and punish developing economies that have no path to indigenous frontier hardware. A new intergovernmental body that wants to be useful has to find the connective tissue between those three tracks rather than picking a side. The risk is the opposite: that it becomes a venue where the politics of AI governance get performed for domestic audiences while the substantive rule-making continues to happen bilaterally and through export-control regimes.
Stakes, and what to watch
If the World AI Cooperation Organization succeeds, it gives smaller economies a seat at the table that the chip-export regime and the EU rulebook do not. It gives industry one place to read the direction of travel on cross-border data, on model evaluations, and on safety testing. It gives the broader public a venue where AI policy is at least partially legible. If it fails, it becomes a talking shop cited in press releases, and the real decisions continue to be made in cabinet rooms and in the export-licensing offices of a handful of capitals.
Three things to watch in the next six months. First, the secretariat: where it is based, who runs it, and whether the staff are negotiators or administrators. Second, the first working programme: whether the body picks one or two tractable technical problems, such as mutual recognition of safety evaluations, or tries to do everything at once and produces nothing. Third, the next wave of signatories. A body of twenty-nine is a launch. A body of sixty is a regime.
What remains uncertain is the list itself.
