Witkoff and Kushner Meet Zelenskyy in Kyiv After Moscow Talks

The two Americans reached Kyiv after sitting with Vladimir Putin in Moscow. Steve Witkoff and Jared Kushner then met Volodymyr Zelenskyy near Saint Sophia Cathedral in Kyiv, in what accounts described as their first official visit to Ukraine. The reported sequence was Moscow on Saturday, Kyiv on Sunday, with accounts describing a pause in strikes on the two capitals to allow safe passage.

The Kyiv meeting was described by Reuters reporting relayed on X as part of a renewed Trump administration push to end Russia's war in Ukraine. The envoys spoke of progress in Moscow and constructive talks in Kyiv, while Zelenskyy spoke of winter needs, air defence and energy support.

Moscow then Kyiv

According to The Guardian, Witkoff and Kushner travelled to Ukraine for the first time on Sunday for talks with Zelenskyy in an attempt to end the war with Russia. Reuters reporting relayed on X described the Kyiv meeting as part of a renewed Trump administration push to end Russia's war in Ukraine.

The sequencing was reported consistently in the captured items. One Reuters post noted the envoys arrived in Kyiv after holding a three-hour meeting with Putin in Moscow. One America News Network described the Kyiv leg as coming after meeting a day earlier with Putin. A separate Telegram report placed the first meeting near Saint Sophia Cathedral in Kyiv.

Zelenskyy greeted the visitors in Sophia Square, in front of Kyiv's historic cathedral, according to The Guardian. That cathedral stands a few hundred metres from the headquarters of Ukraine's SBU intelligence agency, which the same report said was hit by a Russian drone on Friday afternoon.

One Telegram report said Zelenskyy gave Witkoff and Kushner "Kyiv regime" T-shirts, described as a jab at Putin's language for Ukraine's government when he met the same envoys in Moscow the day before, and that negotiator Arakhamia wore the shirt to the meeting. The same post said the Americans smiled.

What each side said it wanted

Zelenskyy was quoted thanking Witkoff and Kushner for their visit to Kyiv and saying, "We had a good conversation, several rounds already, and we will continue to talk today. The most important thing is to achieve a peace that is worthy, reliable, and lasting for Ukraine."

Witkoff said the talks with Zelenskyy had been "very constructive and substantive," according to The Guardian. The BBC quoted Witkoff saying, "We're confident there'll be a good resolution here," and adding that negotiators had "made a lot of progress in Moscow."

Kushner offered a broader formulation. Disclose.tv quoted him saying, "There's no such thing in the world as forever enemies or forever allies." The Guardian quoted him calling the conflict "a long, hard and emotional war." Deutsche Welle quoted him saying the US was working "behind the scenes" to create conditions for a possible deal, adding, "It's a very, very hard problem, but we're going to try."

The BBC quoted Kushner on Moscow saying the US team "went through a lot of the ideas that hadn't worked to date" and tried to think about what elements are needed for "durable peace." He described the Moscow exchange as "a very good dialogue," adding that Putin "asked a lot of questions, we asked a lot of questions."

The Kyiv Post Telegram channel summarized the American line as citing significant progress in Moscow and expressing hope for reviving trilateral peace talks with Ukraine and Russia, with near-daily coordination with Kyiv.

Procedure and who sat at the table

The Guardian reported that Zelenskyy announced plans to widen peace discussions to include European countries, saying he wanted to do "everything to ensure that trilateral meetings take place" with Ukraine, the US and Europe. Witkoff said he hoped such meetings would be announced "in short order."

The BBC reported that after several hours of talks behind closed doors on Sunday, Zelenskyy told reporters they had agreed officials from Ukraine, Europe and America would meet in the near future. He also called for a trilateral meeting with Russia and the US.

European presence was visible. The Guardian said the British, French and German national security advisers briefly joined Sunday's talks. Deutsche Welle reported three rounds of talks with the US envoys, the final one joined by national security advisers from the United Kingdom, France and Germany.

The Kremlin aide Yuri Ushakov, quoted by The Guardian, described the talks as "extremely frank" and said there was acknowledgement of the need to address "the root causes of the conflict". Deutsche Welle quoted Ushakov describing the Moscow talks as constructive, frank, and useful, and said the talks also focused on economic issues and potentially large Russia-US projects.

Territory, winter and the Patriot gap

If process dominated the statements, substance kept returning to land and air defence. Al Jazeera reported that Moscow demands Ukraine not join NATO and hand over four Ukrainian regions, including territory not controlled by Russian forces. It noted Putin in September 2022 proclaimed the annexation of Donetsk, Luhansk, Kherson and Zaporizhzhia, a move not recognised by the international community including the UN, and that Ukraine has refused to cede territory. The same report said the Trump administration has ruled out a seat for Ukraine at NATO.

Deutsche Welle said negotiators have struggled on the future of the industrial Donbas region of eastern Ukraine. The Guardian said talks have focused on a 20-point peace plan put forward by Washington and Kyiv in December, but the sides failed to agree on several sticking points including control of territory in east Ukraine.

The BBC quoted him saying that should the war continue into winter, "which is what it looks like for now," Ukraine would need air defence and energy support.

The constraints were spelled out. The Guardian reported Ukraine faces a critical shortage of US-made Patriot interceptor missiles, that many recent Russian strikes used new-model jet-powered drones reaching 250mph, and that Ukrainian authorities on Sunday reported at least eight people killed and 69 injured across Ukraine in the past day. The BBC added that Ukraine has relied on American-made Patriot interceptors but the US has used many of its stockpiles during its war with Iran, and quoted Zelenskyy saying Ukraine needs its own anti-ballistic system while counting on increased American production next year.

Travel itself illustrated the air war. The Guardian said Kushner and Witkoff were forced to arrive in Kyiv by train after Russia bombed the city's two main airports on Friday. Deutsche Welle said the pair arrived by train from Poland because Ukraine's airspace remains closed, and that Putin had declared a three-day ceasefire to ensure safety. The Guardian said both countries pledged to refrain from attacking each other's capitals over the weekend, while Al Jazeera described a three-day ceasefire announced by Moscow and Kyiv to coincide with the trip.

Why Washington returned now

Al Jazeera placed the shuttle in a wider diplomatic reset. It said Trump stated on Saturday that the envoys were bringing "a proposal to end the war," called Europe's deadliest conflict since World War II in the report's description, and noted a senior Russian official called it an "important peacemaking visit." It recalled Trump met Putin in Alaska in August but the summit failed to reach a deal, and that Trump initially criticized Zelenskyy but ties improved after berating the Ukrainian leader in the Oval Office in February last year.

The same report said US-backed mediation stalled in recent months as Washington focused on the war with Iran, a point echoed by The Guardian. Al Jazeera added that the Iran war strained transatlantic ties over reopening the Strait of Hormuz and burden sharing, while European NATO members stepped up spending and offered security guarantees after a deal.

Other developments were listed. Al Jazeera reported CIA director John Ratcliffe visited Moscow last month to meet Russian intelligence officials, that Washington invited Russian Finance Minister Anton Siluanov to a recent G20 meeting, and that Trump is expected to meet Putin in November during the APEC summit in China, according to media reports.

Deutsche Welle added context that momentum to end the four-and-a-half-year-old conflict stalled after January talks with Putin at the Kremlin failed, and quoted Zelenskyy's chief of staff Kyrylo Budanov telling the New York Times last weekend that he did not expect fighting to end before spring 2027 while predicting further Russian strategic air strikes this winter.

Zelenskyy joked, according to The Guardian, that the delegation should come more often to "protect our citizens who are in the capital," a reference to the weekend reprieve from strikes and alerts. The Guardian said Kyiv and surrounding areas faced daily drone strikes for more than a week, the most sustained attack on the capital in months, and that Russia and Ukraine increased long-range missile use to sap morale.

The captured reports describe the same itinerary, participants and talking points, and describe no breakthrough announcement. Whether officials from Ukraine, Europe and America meet in the near future, as Zelenskyy described, is the stated next step in those reports.
